Chuck is a native of North Carolina where he has practiced law for 37 years. He is married to Johanna Kitchen, his wife of 40 years. They have two children and one grandchild.
He began his legal career as Assistant County Attorney for Durham County following his graduation from UNC Law School. He moved to Alamance County and became the County Attorney in 1986. He then returned to Durham County as County Attorney in 1996 where he remained until his retirement from the County in 2009. See "And Justice for All."
Beginning in 2010, Chuck entered private practice. Since that time, he has represented public officials, local governments, and private parties. He currently serves as town attorney for the Town of Holly Ridge, and serves as general counsel for the Onslow Water and Sewer Authority.
During his legal career, Chuck has appeared before administrative tribunals and courts in North Carolina, as well as, various Federal Courts including the 4th Circuit Court of Appeals in Richmond, and the United States Supreme Court, where he appeared as attorney of record for Durham County in R.J. Reynolds v. Durham County, NC. He has extensive experience in practing before the North Carolina appellate courts. Please see representative cases at the left.
Chuck is now running for the seat held by Judge Rick Elmore on the North Carolina Court of Appeals. Judge Elmore has previously announced that he is retiring and will not seek reelection. Chuck stated that he is running because he wants to give back to the State and its people after his long legal career.
